About Us

Changing Winds Cultural Society

The Changing Winds Cultural Society was founded in 1995 by the late Shirley Wapskineh as an organization to sponsor the annual Miss, Jr. Miss and Little Miss Indian Oklahoma City Competition and Performance and its annual title winners. Changing Winds has since evolved into a nonprofit organization. Shirley had also served on the Oklahoma Federation of Indian Women Committee, the sponsor of the Miss and Jr. Miss Indian Oklahoma pageant as well as the Miss Indian World organization.


All the Miss Indian Oklahoma City contestants compete in front of an audience and are judged on the following: A personal introduction using their tribal language and a presentation of a description and history of their tribal regalia. The Miss and Jr. Miss contestants are additionally required to do a performance of a tribal talent and to participate in a closed interview process with five judges. The judges are selected by a vote of the Changing Winds Cultural Society Committee and consist of one non-Native, one former Miss Indian Oklahoma City title holder and three Native judges. Our judges are chosen because they have a history of supporting Native Youth and hold a knowledge of and are active in our Native Culture. The judges are selected and confirmed several months prior to the competition and their identities are known only by the committee until the night of the competition.


For the title winners, Shirley wanted to provide a platform for these Native Princesses to get out into the community and represent our Native People, their families, and their tribes. The Oklahoma City Princess titles are different in that, they learn and perform sign language, share their tribal languages, do meet & greets and dance exhibitions when appropriate, at private, civic, government, corporate, religious, and tribal events throughout the year in and around Oklahoma City. These appearances are understood to be a priority for the title holders. The princesses also represent the organization at Pow Wows and Native gatherings. There is not a fee for their appearances, but organizations are asked to give each princess a honorarium.

Our history

1992 was the founding of Changing Winds Cultural Society with the first Miss Indian Oklahoma City  titleholder and 1994 the first Jr. Miss titleholder. By 1995 the Little Miss titleholder was added. Shirley Wapskineh had dream of providing leadership roles for Native American youth. Though the officers and committee miss her tenacity, leadership, and dedication we strive to continue her dream.  As Shirley loved to say "May you always walk in beauty"

Our mission

Our purpose is to provide an opportunity for Native American Youth to experience leadership roles in the community and to create an awareness of the potential of "Native American Youth as Future Leaders". Sponsors of the Miss, Jr. Miss and Little Miss Indian Oklahoma City  Competition.
